70% of full-time employees must enroll unless the employee has qualifying coverage elsewhere, such as through a spouse, their own individual policy, or AHCCCS/Medicaid. The 70% participation requirement is waived during Open Enrollment each November 15th through December 15th. Arizona group health insurance is offered to groups with two or more employees. Full-time is 30 or more hours a week.

Arizona Small Business Health Insurance Financial Assistance
If your business does not currently offer group health insurance, or has not had group health within the last six months, it is likely that the group qualifies for financial assistance through the Arizona Department of Revenue (AZDOR.) The business must be headquartered in Arizona and have 25 or less employees. AZDOR offers $1000 per single enrolled, per year, and $3000 per family of two or more individuals. The maximum benefit period is three years. The application process is a one page form. No income questions. The AZDOR program has been in existence many years, is a $5 million dollar program funded each January, and is first come, first serve. Typically, late in the year, an employer is placed on a waiting list, and funds usually become available in 2-3 months, sometimes sooner.
